And that's the ceiling. A signal only counts when it changes, so a car sitting on the drive reports next to nothing and a real month lands well under this.
30p is the minimum charge for any month you use the service, so that is what you pay. The minimum does not apply to your first month; it is carried forward and added to the next month's total instead. £3.60 for the year, at the very most.
